I think its the best way without some large complicated system to refund/redistribute already created legendaries. It's seem like an easy balanced option to incorporate quicker than others such as refunding or scrapping the soul ash system, giving them time to focus in other things. It will cost you 1,100 Soul Cinders to craft a rank 5 legendary, and an additional 550 to go from rank 5 to rank 6. Higher base-level items require more soul ash, and players can spend the difference in costs to upgrade.
